Dr. Slump is set in Penguin Village (ペンギン村 ,Pengin Mura?), a place where humans co-exist with all sorts of anthropomorphic animals and other objects. In this village lives Senbei Norimaki, an inventor (his name is a pun on a kind of rice cracker). His nickname is "Dr. Slump" (a joke that can be seen as similar to nicknaming an author "Writer's Block.") In the first issue, he builds what he hopes will be the world's most perfect little girl robot, named Arale Norimaki (a pun on another kind of rice cracker), in scenes obviously parodying the Italian children's classic Pinocchio (note: "Arale" is Toriyama's official romanized spelling of her name). Because Senbei is a lousy inventor, she soon turns out to be in severe need of eyeglasses. She is also very na�ve, and in later issues she has adventures such as bringing a huge bear home, having mistaken it for a pet. To Senbei's credit, she does have super-strength (and, in a Dragonball crossover she proved to be genuinely stronger than the young Son Goku, prompting him to train harder). In general, the manga focuses on Arale's misunderstandings of humanity and Senbei's inventions, rivalries, and romantic misadventures. In the middle of the series, a continuously-appearing villain shows up, based on Toriyama's editor at the time.

Sembee Norimaki, noto anche con il soprannome di "Dr. Slump" (traducibile all'incirca come "dottor catastrofe" ), e' un inventore scapolo di 28 anni maniaco delle donne che abita nel piccolo paese di Penguin Village (il Villaggio Pinguino), situato sull'isola di Gengoro. Egli crea un sacco di invenzioni piu' o meno utili ma quasi sempre bizzarre, la piu' importante delle quali e' Arale, un robottino dall'aspetto di bambina. Arale e' indistinguibile da una persona vera, al punto di soffrire persino di miopia, e per questo Sembee la spaccia per la sua sorellina tredicenne.
L'ingenuita' di Arale, dovuta al fatto che ovviamente non conosce nulla del mondo esterno, unita alla sua incredibile forza fisica (implementata per errore dal dottore), saranno una fonte inesauribile di guai per Sembee e tutti gli abitanti del Villaggio Pinguino.
Con il passare del tempo la singolare famiglia si allarghera': in seguito a un viaggio nella preistoria, dovuto alla macchina del tempo inventata da Sembee, i nostri porteranno a casa un uovo, creduto di dinosauro e da cui invece uscira' un esserino alato e asessuato che i due chiameranno Gacchan. Dopo molto tempo e una lunghissima serie di avventure strampalate, Sembee decidera' di chiedere in sposa la signorina Midori Yamabuki, la maestra della scuola in cui il dottore aveva mandato Arale a studiare e di cui era innamorato da sempre. I due avranno anche un figlio, Turbo, un neonato in possesso di incredibili capacita' paranormali, donategli da alcuni alieni.
